W.I.N. Over Hunger Program Eligibility Guidelines

The W.I.N. Over Hunger Program, operated by We Impact Neighborhoods (W.I.N.), provides food and essential household assistance to individuals and families experiencing food insecurity or temporary financial hardship throughout Newton County, Rockdale County, and surrounding communities. The program is designed to address immediate needs while connecting individuals and families with additional community resources that promote long-term stability.

The following guidelines explain program eligibility, how applications are reviewed, and what applicants can expect throughout the assistance process. Please review them carefully before submitting your Household Assistance Request Form.

Basic Eligibility Requirements

To be considered for assistance, applicants must demonstrate household need based on financial hardship, food insecurity, or other circumstances identified through the application review process.:

  • Reside in Newton County, Rockdale County, or a surrounding county.

  • Complete the W.I.N. Over Hunger Resource Application in its entirety.

  • Be experiencing food insecurity and/or temporary financial hardship.

  • Certify that all information provided is true and accurate to the best of their knowledge.

  • Agree to the program's certification and privacy statements.

Household Information Considered

Applications are reviewed based on demonstrated household need, including factors such as household size, food insecurity, financial hardship, estimated household income, the type of assistance requested, and available program resources. No single factor automatically determines eligibility for assistance.

To help ensure limited resources are distributed fairly and responsibly, W.I.N. may consider information including, but not limited to:

  • Household size

  • Number of children under age 18

  • Adult household composition

  • Estimated household income

  • Current financial hardship or food insecurity

  • Type of assistance requested

  • Availability of program resources

Priority May Be Given To

Because funding and donated resources are limited, priority may be given to households that meet one or more of the following criteria:

  • Households with children under age 18

  • Senior adults (65 years of age or older)

  • Individuals with disabilities

  • Military veterans

  • Single-parent households

  • Households experiencing significant financial hardship or food insecurity

  • Households experiencing an unexpected emergency or crisis

  • First-time applicants, when appropriate

Priority consideration does not guarantee assistance and may vary based on available resources and community needs.

Distribution Capacity

The W.I.N. Over Hunger Program currently serves up to 50 households per distribution event, subject to available funding, food donations, and volunteer capacity.

Submitting an application does not guarantee assistance. Applicants selected to receive assistance will be contacted by phone or email with distribution details and an assigned pickup time.

Applicant Responsibilities

Applicants are expected to:

  • Provide complete and truthful information.

  • Notify W.I.N. if contact information changes before the scheduled distribution.

  • Pick up assistance during the assigned distribution time or notify W.I.N. if they are unable to attend.

  • Failure to provide accurate information may affect eligibility for current or future assistance.

Equal Opportunity Statement

We Impact Neighborhoods (W.I.N.) provides services without discrimination on the basis of race, color, national origin, religion, sex, age, disability, veteran status, or any other status protected by applicable law.

Privacy Commitment

W.I.N. respects the privacy of every applicant. Information collected through the application process is used solely to determine program eligibility, administer services, assess community needs, and satisfy grant and donor reporting requirements. Personal information will be kept confidential and will not be disclosed outside of W.I.N. except as required by law or with the applicant's written permission.
